The Public Information Officer shall be responsible for the preparation and publication of the manuals from time to time as per the said Act. The Assistant Public Information Officer shall ensure that the application received by him/her for information under the Right to Information Act, 2005 are submitted on top priority to the Public Information Officer concerned so as to furnish the information to the applicant within the stipulated period and within the provisions of the Act.

(v) The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions In exercise of the powers conferred by section 12 of the Lotteries (Regulation) Act, 1998, the Government of Goa has made the rules called the Goa Lotteries (Regulation) Rules 2003, Goa Computerized Network Lottery, 2003, Goa Online Lottery Rules, 2023 and In exercise of the Powers conferred by sub-section (1) of section 11 of the Lotteries (Regulations) Act, 1998 the Central Government has made the Lotteries (Regulation) Rules, 2010 to carry out the provision of the Act.
